- Underprivileged but deserving young women from places within and outside the Cebu province
- Completed the tenth grade in public secondary schools
- Maximum family income per day ranges from php 150.00 – 300.00 (US $)
- Women who are at risk or in danger because of their circumstances
- Victims of natural calamities, living in the squatter areas and those residing in the mountain areas; and
- Young girls exposed to the environment of the service-oriented sector
